TOPIC: NCERT AND NCTE

 

NCERT

 

  The National Council of Education Research and Training (NCERT) is an apex resource organization set up by the government of India in 1961, with headquarters at New Delhi, to assist and advise the central and state governments on academic matters related to school education. Though it is an autonomous institution, it functions as the academic wing of the department of education, ministry of Human Resource Development.

OBJECTIVES OF NCERT

  To assist and advise the Ministry of Education and Social Welfare in the implementation of its  polices and major programmes in the field of education, particularly school education.

  To undertake necessary research, education surveys, innovations, experiments, training and extension activities in the field of school education.

  To study issues and problems related to different areas of education and suggest remedial measures thereof

  To organize extension services for such institution as are engaged in educational research, training of teachers or provision of extension services to schools.

  To develop and disseminate improved educational techniques and practice in schools.

  To develop and publish textbooks (from class1 to class12),workbook, teachers guide, supplementary reading materials, journals , periodicals etc.

  To cooperate with, collaborate and assist the State Education Departments, Universities and other educational institutions for the furtherance of its objects.

  To act as a clearing house for ideas and information on all matters relating to school education.

  To develop and implement National Curriculum Framework and Advice State level agencies in such matters.

  To work for qualitative improvement of school education and teacher education.

  To conduct , monitor, and publish the National Talent Search examinations

  To runs Kendriya Vidyalayas , Navodaya Vidyalas , National Open Schools and other institutions financed by the central government

  To maintain liaison with international agencies and organizations such as UNESCO, UNICEF, UNDP, NFPA and the World Bank etc. in educational matters.

Constituent agencies of NCERT

  The NCERT provides academic and technical support for improvement of school education through its various constituents, which are :

  National Institute of Education (NIE),New Delhi

  Central Institute of Education Technologies (CIET),New Delhi

  Pandit Sunderlal Sharma Central Institute of Vocational Education (PSSCIVE)

  Regional Institutes of Education (RIEs: Ajmer ,Bhopal , Bhubaneswar,mysore,and shiliong )

 

Programmes and activities of NCERT

Research

·        The ncert performs the important functions of conducting and supporting educational research and offering training in educational research methodology.

·        The different Department of the National Institute of Education (NIE), Central Institute of Educational Technology (CIET), Regional institute of education (RIE),Pandit Sunderlal Sharma Central Institute of Vocational Education (PSSCIVE) undertake programmes of research related to different aspects of school education, including teacher education.

·        Besides conducting in-house research, the NCERT support research programmes of other institutions by providing financial assistance and academic guidance.

·        Assistance is given to scholars for publication of their Ph.D theses.

·        Research fellowships are offered to encourage studies in school education to create a research base for develop-mental, training and extension programmes and to create a pool of competent research workers.

·        It also organizes courses for educational research workers.

·        NCERT also organize educational research in country.

·        It has computer facilities for storing, processing and retrieval of data.

·        It collaborates with international agencies in inter-country research, projects.

Development

·        The major developmental activities include development and renewal of curricula and instructional materials for various level of school education.

·        Developmental activities are also undertaken in the domains of educational technology, population education and education of the disabled and other special groups.

Training

  Pre service and in service training of teachers at various levels ;pre primary,elementary,secondary and higher secondary and also in such areas as vocational education , educational technology,guidance and counselling and special education

  The pre service teacher education programmes at the Regional Institutes of Education incorporate innovative features such as integration of content and methodology of teaching , long term internship of teacher trainees in the actual classroom setting and participation of students in community work .

  Extension:

  The ncert has comprehensive extension programmes in which various departments of the NIE,RIE,CIET,PSSCIVE and the offices of the field Advisers in the states are engaged in various ways

  It works in close collaboration with various agencies and institutions in the states and also works extensively with Extension Service Departments and Centres in teacher training colleges and schools with the purpose of providing assistance to various categories of personnel, including teachers, teacher educators , educational administrators, question paper setters, textbook writers etc.

  Conferences, seminars,workshops and competitions are organized as regular ongoing programmes as a part of extension activities.

  Several programmes are organized in rural and backward areas in order to reach out to the functionaries in these areas where special problems exist and where special efforts are needed

  The extension programmes covers all states and union territories of the country

  Publications and dissemination:

  NCERT publishes textbooks for different school subjects for class 1 to 12

  It also brings out work books, teachers guide, supplementary readers, research reports etc.

  It also publishes the educational journals, viz,journal of Indian education and Indian educational reviews , in addition to the periodicals primary teacher,school science , Bharatiya Adhunik Shiksha and NCERT Newslette.

Exchange programmes:

  The NCERT acts as a major agency for implementing the Bilateral cultural Exchange programmes entered into by the Government of India with the governments of other countries in the fields of school education and teacher education

  As a part of this, educational materials and faculty members are exchanged with other countries.

NCTE

History of Creation of NCTE

   Set up as an advisory board in 1973

   created nationwide awareness on issues relating to teacher education

   Developed “National Framework for Teacher Education Curriculum” in the year 1978.

  The National Council for Teacher Education as a statutory body to regulate and guide institutions of teacher education came into existence in pursuance of the National Council for Teacher Education Act, 1993 (No. 73 of 1993) on the 17th August,1995. ( It extend to the whole of India except Jammu and Kashmir )

  Organizational structure

  NCTE has its headquarters at New Delhi and four regional committees at Bangalore,Bhopal,Bhubaneshwar,and jaipur to look after its statutory responsibilies.

  NCTE to perform the assigned functions including planned and coordinated development and initiating innovations in teacher education, the NCTE in Delhi as well as its four Regional committees have administrative And academic wings to deal respectively with finance, establishment and legal matters and with research,policy planning,monitoring,curriculum,innovations,coordination,library and documentation,in-service programmes

  OBJECTIVE/PURPOSE OF THE NCTE

 

In Teacher Education system:

  To achieve planned and coordinated development throughout the country

  To regulate the proper maintenance of norms and standards the matters that connect therewith

  The mandate given to the NCTE is very broad and covers the whole gamut.

FUNCTIONS OF NCTE

  NCTE advice the central and state governments on all matters pertaining to teacher education.

  NCTE performs essential regulatory functions to ensure maintenance of standards in teacher education and preventing proliferation of substandard teacher education institutions.

  NCTE undertakes planned and coordinated development of teacher education system throughout the country

·        It regulates the proper maintenance of norms and standard in the teacher education system and for matters connected there with

ROLE OF NCTE FOR PROMOTING TEACHER EDUCATION

  The role of NCTE is very broad and covers the whole gamut of teacher education programmes including research and training of persons for equipping them to teach at pre-primary,primary,secondary and senior secondary stages in schools and non-formal education, part-time education, adult education and correspondence education courses
