ROLE OF ORGANIZATIONS IN ELEMENTARY EDUCATION- NCERT,
SCERT, DIETAND NGO’S
NCERT
} The National
Council of Education Research and Training (NCERT) is an apex resource
organization set up by the government of India in 1961, with
headquarters at New Delhi, to assist and advise the central and state
governments on academic matters related to school education.
} Though it is an autonomous
institution, it functions as the academic wing of the department of education,
ministry of Human Resource Development.
OBJECTIVES OF NCERT
Ø To assist and advise the Ministry of Education and Social Welfare in the
implementation of its polices and major programmes in the field of education,
particularly school education.
Ø To undertake necessary research, education surveys, innovations,
experiments, training and extension activities in the field of school
education.
Ø To study issues and problems related to different areas of education and
suggest remedial measures.
Ø To organize
extension services for such institution as are engaged in educational research,
training of teachers or provision of extension services to schools.
Ø To develop
and disseminate improved educational techniques and practice in schools.
Ø To develop
and publish textbooks (from class1 to class12), workbook, teachers guide,
supplementary reading materials, journals, periodicals etc.
Ø To
cooperate with, collaborate and assist the State Education Departments,
Universities and other educational institutions for the furtherance of its
objects.
Ø To act as a
clearing house for ideas and information on all matters relating to school
education.
Ø To develop
and implement National Curriculum Framework and Advice State level agencies in
such matters.
Ø To work for
qualitative improvement of school education and teacher education.
Ø To conduct
, monitor, and publish the National Talent Search examinations
Ø To runs
Kendriya Vidyalayas , Navodaya Vidyalas , National Open Schools and other
institutions financed by the central government
Ø To maintain liaison with international agencies and organizations such as UNESCO, UNICEF, UNDP, NFPA and the World Bank etc. in educational matters.
Programmes and activities of NCERT
} Research
} The ncert performs the important functions of conducting and supporting
educational research and offering training in educational research methodology.
} The different Department of the National Institute of Education (NIE),
Central Institute of Educational Technology (CIET), Regional institute of
education (RIE),Pandit Sunderlal Sharma Central Institute of Vocational
Education (PSSCIVE) undertake programmes of research related to different
aspects of school education, including teacher education.
} Besides
conducting in-house research, the NCERT support research programmes of other
institutions by providing financial assistance and academic guidance.
} Assistance
is given to scholars for publication of their Ph.D theses.
} Research
fellowships are offered to encourage studies in school education to create a
research base for develop-mental, training and extension programmes and to
create a pool of competent research workers.
} It also
organizes courses for educational research workers.
} NCERT also
organize educational research in country.
} It has
computer facilities for storing, processing and retrieval of data.
} It
collaborates with international agencies in inter-country research, projects.
} Development
} The major
developmental activities include development and renewal of curricula and
instructional materials for various level of school education.
} Developmental
activities are also undertaken in the domains of educational technology,
population education and education of the disabled and other special groups.
} Training
} Pre service
and in service training of teachers at various levels ;preprimary,elementary,secondary
and higher secondary and also in such areas as vocational education ,
educational technology,guidance and counselling and special education
} The pre
service teacher education programmes at the Regional Institutes of Education
incorporate innovative features such as integration of content and methodology
of teaching , long term internship of teacher trainees in the actual classroom
setting and participation of students in community work
} Extension:
} The ncert
has comprehensive extension programmes in which various departments of the
NIE,RIE,CIET,PSSCIVE and the offices of the field Advisers in the states are
engaged in various ways
} It works in
close collaboration with various agencies and institutions in the states and
also works extensively with Extension Service Departments and Centres in
teacher training colleges and schools with the purpose of providing assistance
to various categories of personnel, including teachers, teacher educators ,
educational administrators, question paper setters, textbook writers etc.
} Conferences,
seminars ,workshops and competitions are organized as regular ongoing
programmes as a part of extension activities.
} Several
programmes are organized in rural and backward areas in order to reach out to
the functionaries in these areas where special problems exist and where special
efforts are needed
} The
extension programmes covers all states and union territories of the country
} Publications and dissemination:
} NCERT
publishes textbooks for different school subjects for class 1 to 12
} It also
brings out work books, teachers guide, supplementary readers, research reports
etc.
} It also
publishes the educational journals, viz,journal of Indian education and Indian
educational reviews , in addition to the periodicals primary teacher,school
science , Bharatiya Adhunik Shiksha and NCERT Newslette.
} Exchange programmes
} The NCERT
acts as a major agency for implementing the Bilateral cultural Exchange
programmes entered into by the Government of India with the governments of
other countries in the fields of school education and teacher education
} As a part
of this, educational materials and faculty members are exchanged with other
countries.
SCERT
} The state council of Educational research and training is the
parallel organization to the NCERT that look after the quality of education at
the state level.
} The SCERT is directly concerned with the in-service programmes for
secondary school teachers.
} It also directly and indirectly connected with the in-service training of
primary and pre-primary teachers by giving administrative and managerial
leadership to the activities of the DIET’s.
} It also prepares handbooks and other instructional materials for teachers
, helpful for making instruction modern and technology oriented
} They also conduct research studies, the finding of which is transmitted
to teachers for making their work dynamic.
FUNCTIONS OF SCERT

in school education, non-formal education and teacher education in the state
} It is directly and
indirectly connected with the in-service training of primary and pre-primary

framework for school education, review and revise syllabi, scheme of
examination and evaluation, prepare question papers etc., for school education.
} To function
as a nodal agency for the implementation and monitoring of national level
educational projects such as DPEP, MLL, SSA etc.
} To plan and
implant educational projects for enhancing the quality of school education and
elementary teacher education.
} To provide
extension services to teacher training institutions at all the levels in the
state
} To function
as a controlling authority essentially in connection with the academic aspect
of elementary teacher education.
} To
prescribe curricula and textbook for the schools (1 to 12) and teacher training
institutions at the pre-school and elementary stages
} It conducts
research studies, the findings of which are transmitted to teachers for making
their work dynamic.
DIET
} DIET is an organization conceived in NPE – 1986
} For ensuring the quality of education mostly at the primary level within
the district in which it is established.
} The provisions of NPE on the teacher education, a centrally sponsored
scheme of Restructuring and Reorganization of teacher education were approved
in October 1987.
} One of the five components of the Scheme was establishment of DIET ‘s
OBJECTIVES
} To give support to schools and teachers for improving the quality of
primary education.
} To provide support and training to literacy mission this extends primary
and secondary education facilities to neo literates.
} To work as a resource centre which provide academic help to IT mission,
High School and Higher Secondary section.
} To provide opportunities to conduct research works and studies in
education field
} To conduct effective training in pre – service and
in-service training, including the latest development in the teaching learning process.
} To renew the education field by using the latest
developments in technology.
} To enable the teachers to aware and develop new
techniques and strategies in education.
} To impart training for the head masters to take up
academic and administrative leadership of their institutions.
} To prepare and update educational database of the
District.
} To undertake educational projects with community
participation
} To organize seminars, workshops, debates etc. On
different areas related to school education
} To develop and circulate curriculum based teacher support materials.
FUNCTIONS
} Universalization of primary / elementary education.
} Undertake action research to improve the quality of primary education.
} Provide training to primary school Head masters , teachers , conductors
of adult education centres , observers and main volunteers of Anganwadis and
Balwadis
} Organise various training programmes for primary school teachers and to
prepare self-made educational tools.
} Give training and orientation of following target groups :
a) Elementary school teachers
b) Head masters , Heads of school complexes and officers of Educational
Department up to district level
c) Instructors and supervisors of Non formal and adult education
d) Members of Local Bodies , community leaders , youth and other volunteers
who wish to work as educational activities
e) Extend academic and resource support to the
elementary and adult education systems in the district.
f) Undertake action research and experimentation to
deal with specific problems of the district in achieving the objectives in the
areas of elementary and adult education.
g) Provide training to resource persons and
coordinators belonging to the district.
h) Coordination with the various agencies involved in
the promotion of elementary education.
i) Interacting with various projects and implementing new projects.
Non-Governmental organizations
} NGO’s are private
institution and as its name suggests it is independent of the government.
} NGOs essentially are
Non-profit making and purely service oriented organizations committed to the
development and welfare of the community.
} In our country, the role of
NGOs in various fields such as Education, health, culture and social welfare
has been increasingly recognized.
} Nowadays NGOs are interested
into fields of water resource , environment , Human right , HIV ,AIDS , drugs
abuse , consumer rights , service delivery , training, Research
} It was only around 1980 that the Indian Government
began to define the role of voluntary agencies and to recognize their importance.
The sixth Five year plan identified new areas in which NGOs as new actors could
participate in development.
} Goals of NGOs
} Community health promotion and education (such as
Hygiene and Waste disposal)
} Managing emerging health crisis (HIV , AIDS, Hepatitis
B)
} Community social problem ( juvenile crimes , run
away street children's)
} Environmental , Sustainable water , energy resources

Functions

} NGOs basic responsibilities
in the field of education are to ensure literacy to the non-literates.
} To spread public awareness
programs about education through the mass media

of the citizen to the government.
